Is anyone aware of the kick return/penalty decline glitch

Basically if your team or the other team commits a hold or something on a kick return, And you hit B on the penalty hint, the penalty will be declined.

I'm pretty sure that is true for any penalty.

I've noticed this, too. But only on kick returns/special teams when the penalty is against my team.
