March To October Difficulty Setting

So I'm primarily an RTTS and franchise player. Started a RTTS LF this year on Hall of Fame, and got frustrated with how quickly my player was promoted to AAA. Played for him up there for a few weeks and decided to try this new fandangled March to October mode on all star with the twins.

Holy moly is that mode stressful; seems like all my hits are piss missiles right at someone and the CPU gets blooper hits all over the place when they need it. Anyway, I'm down 1-0 in the world series and I got dropped into game 2 4-0 down, so I decided to go back to RTTS for a bit to mentally prepare myself for the heartbreak of not winning March to October. One thing I noticed about MtO is I'm ALWAYS late on fastballs, to the point where if I'm facing a guy that's throwing 95+, I have to sit on offspeed to have any chance.

Go back to my AAA LF on Hall of Fame difficulty, and I'm ultra early on everything. The actual pitch speed is lightyears slower than MtO.

Now I was under the impression that RTTS difficulty is scaled at AAA, meaning Hall of Fame is actually Hall of Fame at AAA. If that's the case, is MtO difficulty scaled based on the tier of team you pick or something? Or am I just losing my marbles thinking that there is a difference?
