No more roster updates?

I just picked the game up recently... Noticed that LeBron, Kawhi and DeRozan haven't moved yet....

Does 2k not update rosters these days?

I'm totally new to Nba2k on PC and modding. I would be grateful to anyone who can help me answer 3 questions to help me decide if it's right for me.

1) If I download and start working with a modded roster file, am I able to search for and add single players to that roster file? For instance, can I search for and add a Gilbert Arenas that someone else created?

2) Same question, but for teams. Can I search for an add single classic teams to the roster file? Is there a limit to the # of teams I could add?

Essentially, I want to know if I can start with a modded roster file that best suits my interests - and add single players and teams that other people have created into that one single roster file.

3) Lastly, do modded files (rosters, jerseys, courts etc..) work for any year of 2k? I'm worried that if I buy 2k19, there won't be many roster files or single players (CAP/cyberfaces) to shop from.

1) and 2) are Not possible since 2k changed how 2kshare works. 3) wont necessarily work, but depending on how fast the modding comunity works, you will get Mods pretty fast.
