If you didn't pre-order, I believe the only way to get him is the Ticket Counter.

You earn tickets by just playing and by completing DD missions.

If you haven't already, completing the missions give you a bunch of tickets. If you are just starting out, go through all the conquest missions, you'll get a few diamond cards and a bunch of XP and tickets.
