Kick returners not showing up?

Okay so in my browns franchise peppers is my PR but he doesn't even show up at all in the KR depth chart, anybody else have this issue? OR am I doing something wrong here?

I'm wondering if it has to do that he has a 0 overall for KR...cause all other players have overall's and he has a 90 for PR.

For whatever reason, I think safeties can only return punts, not kicks. It was that way in 17 so I assume it's the same. Doesn't make any sense to me as to why that is the case, but it is what it is.
