Club Prestige Question...

I've been looking at sofifa.com and the different domestic/international prestige scores for the different teams.

I am curious of something (which I don't see anywhere on the site) and wonder if anyone here would know... is domestic prestige only for the country the team is in, or is it for the recruiting region of the team's location?

For instance... English teams would have England, Scotland, Ireland, etc... or just England?
