Toughest teams to build in Franchise

What teams would you say are in the worst position moving forward in the NFL. I want to do a franchise and I want it to be a tough rebuild. Also looking for teams that are bad now and don't look to be getting good, not really a team that might be good now and for whatever reason won't be in the future if that makes sense. Also it would be nice to at least have a couple of good young talents as a base. Thanks

Browns and Dolphins are probably the 2 worst teams.

I just restarted as the Rams, they have some serious holes to fill. The Oline and secondary are useless. Some very nice pieces to build off of though.

But yeah, the Browns seem like the biggest challenge.

I'm a 49ers fan so I always try to rebuild them. They may be in a slightly better spot than Browns etc, but not really. They have Hyde who is solid at RB. A defensive line which can progress to be good in time and bowman is a star at MLB. However by the time you fix the QB, WR'ers, and secondary bowman will retire and joe Staley (good LT) will probably retire.

Browns are an obvious one. They literally have like 5-7 players on the whole roster worth keeping. The entire team needs to be built from the ground up.

49ers as well. Have Hyde as a key piece on offense and bowman on defense. Need to be built up everywhere else except maybe safety.

Browns have the worst roster, but the Dolphins are tougher imo. Bunch of mediocre guys payed like they're elite, no defense whatsoever, pretty **** running backs. Only bright spot to start with is the receiver group and d line (but Wake and Williams will be gone soon). Going into my 3rd year with them, simmed the first 2, but still no QB or HB. Defense is still suspect.

Browns will take a while, but they have way more cap space than the Dolphins. I got really lucky, Branden Albert decided to retire after year 2 and I was able to grab Jake Matthews in FA. Got a nice 79 MLB and 79 CB as well (had 2 top 10 picks cause I traded out of 3rd overall last year)

I started one with the Bears and it has been a fun challenge. Cutler has a big contract and their offensive line is terrible. Only one solid weapon with Jeffrey on offense. Linebackers are good, but that's about it. It took me two seasons to get their overall team rating to an 80.
