I dunno. There seem to be some low rated cards with no use. Rookie Ortiz has no use as of now but maybe that will change. I don't think that Jackson has any use

Perhaps the low rated flashbacks are in line with these:

Meaning you complete some mission with that lower rated card version of the player, and you unlock the next flashback for that player. Presumably eventually unlocking the Prime version of the player...
