PS4 BACKWARDS COMPATIBILITY DRIVER

I was reading in the new GameInformer magazine where the PS4 now has a compatibility driver that allows you to play PS3 games on the PS4. Immediately I thought of NCAA 14. Then I saw the price for this thing and it runs you $259.99. I was like this is a straight rip off because you can go get a PS3 for $99 or less now. What would be the purpose? Does it enhance graphics running on the 4?
