Is it possible to do an "expansion" team?

I was fooling around on 16 earlier and came up with the thought of doing an "expansion" team in franchise. My idea was to pick a team, relocate them, and then during the offseason, fire my staff and entire roster and then draft and sign the players on my team and sign a new staff during the offseason. Is this possible? Is there a way to get rid of cap penalties when you release someone?

Before you start your franchise, trade for low overall players that have one year deals. That would ensure you have the number 1 overall pick and you won't have to release anyone.

That's an interesting idea. I was just thinking of simming the season and making sure I get the first pick in the draft, but this might be a better idea.

Good to know this is possible. I'm definitely going to make an expansion franchise now! If only you could realign divisions, but no big deal.
