Madden 16 Frame Rate???

Lately I noticed while watching some madden videos on youtube that it looked much smoother than when I play. I realized on the videos that I notice this on that they are playing at 60 fps on youtube. I tried googling what is Madden 16's frame rate but I couldn't find anything official. I don't understand why it wouldn't be as graphically enhanced as it could be. Also, it isn't my TV as I have a 4K TV(I know games cant play at 4k yet on console but Im just saying I have nice TV). Has anyone noticed this or know of a way to get Madden on a PS4 to look better via settings or something else. Thanks in advance

Madden on the ps4 and xbox one is 60fps....1080p.

Could have sworn the consoles were locked at 30 fps. On screen plays it's even lower. Like 13 fps or something.

Yeah... If the game is 60 FPS then something is seriously wrong with my ps4 or tv because the game looks amazing on YouTube compared to when I play. I'm just trying to make sure there isn't some setting or something I can change.
