Development for real NFL players is just based on subjective evaluations of the EA ratings staff, as far as I know.
For created draft picks, last year it was strongly correlated with the players' OVR and personality rating (so scouting intangible, physical, and personality was the fastest way to check development). Also realize there is a lot of randomness in assigning development traits, but the trend was easily deciphered.
I haven't seen anyone post any analysis this year, but it seems like a lot of the patterns from last years' draft classes are present in this years classes, so maybe it's similar this year too. If it's the same as last year, however, it means it's extremely difficult to know ahead of time what the player's dev trait is since you can't scout specific ratings.
76 OVR for a QB draft pick is pretty high, so it makes sense to me that he was given a superstar rating.
