Potential??

For those roster creators out there! How does one come up with potential ratings? Any ideas!?

It's going to be basically opinion.
For Historic Rosters, HoF'ers would be A potential. You could look at WAR for guidance. If I were to do Steve Garvey for example, if I was making a 1975 roster, I would give him a low A. At age 26 he was at his peak. But if I was making a 1986 roster, when Garvey was age 37, I'd give him a low B potential,
or maybe even a high C potential.

For present day rosters, I look to Baseball America's Prospect Handbook.
