When am I able to relocate a team in Madden 15?

I've been looking and simming weeks and I can't see where it gives me an action to "relocate the team"? When do you get to do this? Is this something you have to buy with your owner or what? Please help.

Have to be in Owner mode to do it. You have the option during preseason to start the process

I've seen where I start, and it says "you'll receive an action message" or something like that when you can move. I've done the "sim a few weeks", "sim till mid season", "sim to the offseason" and each time I go back in to see the action, either under the tab or in the owner area it shows the action of relocation as "unavailable yet". ???

Make sure you have the relocate option on "everyone can relocate" then during pre season week one you can start the process.
Then sim week by week to choose the location,logo,uniforms,stadium.
