transfer market qustion

hey guys,
i'm struggling in figuring out how to acquire players via the transfer market.
I'm scouting like crazy, and enquiring about players to get the value their current team sees them at, yet I cant for the life of me figure out how to make an offer to get them on my team.
I'm in my first season as the manager of the NY Red Bulls

If you just started then you are probaly not in the transfer window. You can only buy, sell, sign, and loan players in July/August and January. If you are in the transfer window then click on the player you want, same screen as enquiring, and offer to buy said player.
