Do the scouting sp carry over from week to week? Say I have 2887 in week 11 if I choose not to scout that week in week 12 will the 2887 be added on to week 12's total sp?

It all goes over. I usually wait til right before the draft to even start scouting.

Same here. More efficient use of time, and I don't see any advantage to scouting each week.
