I just accepted accepted a job offer from Russia to manage their national team in my career mode. Turns out they already were eliminated from WC qualifying. I really want to play in the WC so if I resign from Russia will I still be able to get other national team job offers?

Yes, you will get offers to manage again. Maybe not right away, though. Might take some time.
