Can someone please explain to me how this formation is legal? Because I sure cant figure it out.

It's completely legal. It's what it says it is, unbalanced.

Maybe I'm just unfamiliar with the rules but I thought you always had to have at least one end / flanker on both sides of the line. So for example if one of the WR's or TE was positioned on the left side, this formation would be ok.

Does this rule fluctuate between the high school / college / pro game?

If the LT were switched with the TE, I could understand your point.

I see it now. I thought if a formation was a true unbalanced formation, a TE had to be the tackle on the weak side? Then have the strong side with three linemen (all of which are ineligible) outside the center. Weak side tackle is always supposed to be a TE in unbalanced formations I thought.

I cant post links yet to direct you to the source but the rule is a minimum of 7 players on the LOS. No matter where they are lined up.
