Why can't FIFA ever get a cover vote?

It seems like Messi will grace the cover, for the second year in a row.. Yay.

Here is an idea for EA, how about a cover vote for FIFA, I would love to see other athletes on the cover other than Rooney, Messi, and occasionally some other Real Madrid player..

I know the cover isn't a big deal and it doesn't make the game, but I would love for EA to be creative with it.

Chelsea isn't necessarily a rival to Barcelona, so your post has no logic behind it.. I just think it would be cool to shake it up a bit.

More than anything I know EA have certain players signed to them to aways use them for certain markets(i.e Rooney in the UK).
That's just the way it is really.
On FIFA 13(I think), Rooney was alongisde Messi in the UK and Xabi Alonso alongside Messi on the spanish cover.
They take the best player going(Messi/Ronaldo but he's signed to PES) and then add another player depending on the market.
