penalties for cutting players?

For both on and offline CCM It seems like I can cut players and have no cap penalties for doing so. I can cut 3 or 4 guys making millions, cut them and nothing happens.... I don't understand, shouldn't there be some kind of salary cap penalty?

Check out the signing bonus for the players.... is CAP PEN turned off?

Some players have no signing bonus in their contracts. According to madden, Seymour has a 7M$/yr deal with no guaranteed money, so you can trade or cut him with no penalty.
Like the other poster said, check if these players have any signing bonus in their contracts.
