scouting bug?

I keep assigning my scouts to do things and when i simulate one day and go back to check on the scouting everything has changed. Moreover the things i told them to do didn't even get done for that one day. I have checked to make sure the scouting settings are on manual about 173 times. Any ideas? To further explain i 3 scouts discovering right now and one scouting a player. For the past 5 days on the game when i simulate then go back the player is not scouted at all no players are discovered in the regions i had scouts looking at. Then i look and it has all four scouts discovering two in west and two in east and that is the only place i have discovered players.

It may take some time to discover players....the attribute dictates how long/well they discover players.
Scouting will also take time....and you will see his "report"(#'s) change as he puts more time in(the bar)...when the bar is full ...he's fully scouted for the draft.

Now....are you sure you're not accidentally re-assigning players to the scouts?
I've had that happen as hitting X will assign a player to the scout...with NO PROMPT....and it can be a bit confusing.
Just something to check.
