Question about how penalties work in trades

Have they always applied to ENTIRE penalty to the current season? I have always been under the assumption that it gives you a chunk of the penalty in the current season, and a chunk the next season. Or is this only for cuts? I could have swore in the league I am in, the first two seasons it worked that way, splitting them across two years. But we're in the offseason before season 3 and it's applying the entire penalty to the current (2014) season.

I am just wondering, is this how it's always been and I am just not remembering correctly, or is this not supposed to happen? Thanks.

I think that's what happens when you make moves in the offseason. What I noticed in between year 1 and 2, at least.
