How do I hire a new coach that was fired from another team?

Am I doing something wrong? I start a CCM with the Browns and sim the 1st year. In the offseason, I force Shurmur to retire with the hopes of hiring one of the newly fired coaches around the league, or Brian Billick who comes back.

I can not figure out how to do this. It give me the option to make a new coach using gameface, or take on the coach of another team.

Is there a way to fire the current coach of a team and replace them with a coach that has been fired from another?

I don't think so since you ARE the coach and not the GM.

In CCM you play as the coach not as the GM. In that first year you are playing as Pat Schurmur. The only way to continue playing as the Browns is to create a new coach.
