I can't find him anywhere on the Cameroon roster.

I believe he was doing some sort of boycott

you can put him on the team. under cusotmise fifa go to edit teams. from there go to change squads/roster. you should now see the option of national squads. go there and you can choose the 23 man roster for each country.
