Sadly, that feature is gone this year.

Create-A-Team was awful anyway. They hadn't touched it in at least 4 years.

the question now is whether they'll bring it back and improve on it

They should only bring it back if they make it like NCAA's Teambuilder. Otherwise, it would be a waste of time.

I'd like to say I'm disappointed that it's not in the game this year because I like creating my own teams however it has been stale for years so I probably wouldn't have used it anyhow.
