Apparantley the deal is contingent on a verbal agreement that the team will not be moved and mayor Frank Jackson just pointed out that the lease on CLE Browns Stadium continues until 2029 and the Browns MUST play all home games and playoff games or the person who moves the team can be SUED!

Yeah I think the moving thing is just a punchline, there are only a handful of teams capable of moving anytime soon based on stadium lease situations, most likely candidate at the moment I believe is San Diego.
