Prospect Question

Dumb question but....

After completing a draft if you didn't sign a prospect, either from Europe or the CHL, and just left him unsigned for the year and possible the next would he still progress (trying to stall ELC as long as possible?

Yes, he would. I've tried it. Just be careful, as after a certain period (forgot how long, sorry) they will reenter the draft.

I noticed in NHL 12 it was two years after they're drafted.

July 1, two years after they were drafted your unsigned prospects become UFAs.
They don't reenter the draft, that would have been...weird!
I've noticed that not all prospects become UFAs though, some of them actually disappears.
Just like retired players do.
So yeah, be aware if it's a player you really want to keep.
The game doesn't mention it in any way that these players are on the brink of leaving or already has left.
You'll have to keep track of the timetable yourself.

But my question was more to the point of progression, if I don't sign them until next year do they still develope (rating)?

I can't really help you, but I read somewhere that the CHL guys didn't progress. I usually just sign the guys anyway. I have noticed that their potential will change whether I have signed them or not.
