Franchise offseason logic

I play as the Brewers and when it gets to the offseason I cannot sign top level free agents. I can offer the most money, most years, player option, and they still sign with another team. How can I make it more appealing for top players to come to my team, or do I just have to build through trades and drafting?

I haven't encountered that problem before, money = players. Could it be a glitch? Or maybe you just aren't winning enough?
