You have PSN? If yes all of this is updated (raptors 3D baseline, rookies black arms, stars white shoes,etc) when you are playing online. If you don't have PSN (probrably 'cuz you use a old firmware to run retail games downloaded from some internet source, or u don't have a Wi-Fi or internet cable avaliable for your PS3).

For fix the rookies black arms, you have to search in google for download the 1.05 patch.
