Mock Draft for created draft classes

Question: When you use a created draft class, there is always a mock draft. Is this purely based on the ratings of players and somewhat based on what a team needs? I want to base a created draft class on the most recent player ratings. Will increasing one's rating move them up in the draft?

It seems like the mock draft is always identical to what really happens, other than a user's pick maybe shaking things up slightly.
