Can't sign waived players in GM Mode!?

I'm currently in my 2nd year of GM mode with NYI, and I'm using an XBOX 360.
For the past couple of months (in-game), I've tried signing waived players mid-season and it's not working.
I'm not sure why, but I select "yes (player goes to minor team)" and the games takes me to my roster changes screen, and the player that I should have claimed is nowhere to be found. I back out of the roster screen and the news feed says that the player has been sent down to the original team's minor team.
Does anyone else have this issue, or know how to fix this? This is getting frustrating.

Its probably happening because you are at the contract limit and cant add anymore players to your team. I think you are allowed only 50 players
