Development drills with generated rookies

So I'm in my second year with the Bucks and I've done three months of development drills with three of my computer generated rookies and I've now noticed that they are not improving at all. This is very annoying to notice after doing them for three months and to see that it looks like it has done absolutely nothing. I did drills the previous year with Tobias Harris and he went up during the year. Anybody else notice this? Is this a bug/glitch of some kind? Thanks for any help, as this is a pretty big deal for me when it comes to Association mode.

I just noticed this. It seemed everything worked fine the first year but come the second year it doesn't register the improvements at all. Pretty disappointing.
