Unable to change shows/brands in Universe mode?

I am trying to change the shows/brands and I created an "old school" brand that has a bunch of downloaded CAWS. The problem is when I go to edit the show and select the "old school" brand that I just created, I get this message:

You don't have enough participants for this show. Please edit your brand and make sure you have at least 15 Superstars.

The thing I don't understand is, my "old school" brand shows a roster size of 25.

Any ideas on what could be causing this and how to resolve it?

#2) you need 15 Superstars from within the game, not 15 CAWs

I have added 15 (17 actually) superstars from within the game and I'm still getting the same error message I mentioned above.

Do the Legends superstars count or do they all need to be added from the RAW/Smackdown brands?
