Yeh there's a couple of dudes with that issue, Eric maynor also has weird bobble head look.

MY guess is 2K screwed up and assigned him Ty Lawson or Nate Robinson's body or something cause his arms and his legs are way too dispproprotiante compared to his neck and head

Actually, it looks pretty accurate if you seen him in person.
