Trading draft picks

This year's Madden is a huge upgrade on last year's version imo, with one glaring failure: trading draft picks.
During the draft, trades will happen at what I deem a normal frequency, but I cannot move up in the draft to save my life. For example, Seattle had the first pick in the draft. I simulated the draft a couple dozen times and Seattle either kept the pick, or traded down for the other team's 1st and 3rd round draft picks.
Trade that happened:
Seattle trades Pick 1, round 1 to the Raiders for pick 3, round 1, and pick 3, round 3.
This is a fair trade, and I have no qualms about it.
But when I (the Bills) offer Seattle the sixth overall pick, and 2 second round picks, they reject it. I then offer them the sixth, fourteenth, and sixteenth pick in the first round for the first pick, and they decline that.
Has anybody else had this problem?
