Can't scout players during the season?

Why can't you pick players to scout during the year? when i go to the screen it shows the check box to the far left but no matter what button i press it won't select a player to scout...

Anybody else having this issue?

I think you can only do it during weeks 1, 5, 9, 13, and 17
