Taking everything into account. Who would be the toughest team to turn around? Gimme your top 3.

I'd imagine any 1 star program in Texas, Florida, or California. Because you can pretty much guarantee you won't be getting any recruits higher than 3 star in the most sought after recruiting grounds.

So that would be:
North Texas
San Jose State
FAU
FIU
....as far as 1* programs go.

Good call but in the end I will go with pretty much any team that you keep in the lower conferences. They have a hard time, even with undefeated seasons of breaking into high enough position in the polls to get that final requirement to get that 6th star.

Of course this year with being able to take that team and put them in a higher conference, that will change things.

Maybe Wazzou? Playing Oregon, USC, Stanford, and the other Pac-12 Teams will make your schedule tough.

I bet Vandy is tough for the same reason.

Idaho can't really pull in good recruits.

Well FAU is preseason #120 i believe, and they have to battle for recruits with 6? other D-1 schools in the state.

I've never actually tried, but how hard is it to turn Hawaii into a powerhouse?

In past games, I've always seen Hawaii do well in recruiting because they can play up to recruits on Fan Base and Campus Life. And they have decent prestige as a mid-major program. I always play as Arizona and usually lose a recruit or two from the west coast to Hawaii.

If you really want a challenge in turning a team into a 6* program, you're best bet is to go for one of the CA, TX, or FL schools listed above, because you'll end up frustrated on a number of occasions trying to battle for even 2 star recruits in your pipeline with BCS programs.
