Getting recommended free agent signed in my player

Anyone have any tips on how to improve the odds of your team signing your targeted free agent? Like are there ways to see if a player is interested in your team or likely to sign or if your team even has the money etc. Anything would be greatly apreciated as I am now in year 4 and my chicago cubs team has gone to crap with the exception of me(overall rating:93) soriano who is now an 85, ramirez(91) and soto who is an 84. Dempster is gone and my pitching staff is kinda weak as zambrano is my best pitcher at 79 and there are a few week spots on the lineup that I would love to address(first base and/or center field and/or pitcher).
