Anyone run into the problem of not being able to add new pipeline states?

I'm in an OD and purposely recruited certain states to add them later on as pipelines. I was successful in getting enough players (4) and those states still aren't considered pipelines for me. In a few cases I thought I was mistaken on the total # of players needed and got 5 or 6, and nothing happened.

Is this most likely a glitch in this one particular OD? I've seen plenty of people on here talking about adding pipelines w/out any issues.

I just want to know if I should forget the whole idea for just this one OD, or if its a bigger issue. Is it something you can turn off as a commish? I've never heard of this, but not sure what else the issue could be.

We just started year 4 in one of the OD's I'm in and had this problem. Had 5 players each in two states yet did not get the pipeline. Not only that, but it gave me Michigan as a pipeline (only 1 guy from there on my team).

I don't know but interested to see a response seeing I'm in an OD just now and trying to add California as a pipeline with my teambuilder... *watches*

I know in the offline it works fine but Online I have no clue
