I have my 4-Seamer's velocity maxed out but I'm only pitching at 92 MPH. What do I have to do to get a blowitbyme fastball?

Someone posted something a month or two ago about how your fastball velocity was somehow connected to one of your other pitches, so depending on what other pitch you have, it might be hurting your fastball velocity for some reason. I'll try to find it and post the link.
