You're not being clear about what you mean by "downloading it". If you mean from XBL, you wouldn't have any where near an up to date one anyway and with XBL closing off for the XBox1 it wouldn't matter.

If you mean DL from this site, well, yeah, if you want someone else's work on updating rosters you'd have to DL it from here, transfer it to Action Replay and then into your Xbox1. Other than that.... you'd have to edit rosters yourself. If you do that in game, you'll hit an editing limit.
