Why do ALL Pitchers have DOWN ARROWS for Progression in Spring Training?

Just curious and I apologize if this is an obvious question that has been answered before, but I havent read all the things on these boards.

I notice in my Franchise, about 15 games into Spring Training, I looked in the Progression section under GM or something that all my Pitchers have 3 DOWN ARROWS indicating a decline in 3 Attribute Categories....So I hit the L2 buttons to scan other teams around the league and ALL the pitchers seem to have 3 down arrows signifying a decline in the same 3 Attributes.....What is this supposed to indicate?

I'll have to check later what the exact attributes where but every pitcher in the league had the same 3 attributes with DOWN ARROWS

I dont understand....why are all the CPU TEAM's pitchers also showing these DOWN ARROWS too?

I did a 30 team control and every player in league was down

Control, Velocity, and Break ALL have down arrows next to their Pitching Attributes bars for every single pitcher on every single team???

Anyone know why this is like this?

This is a league issue. Every pitcher on every team. This is not a user error nor training error. I just checked on my game.

The only thing I can think of is that it represents how pitchers' arms are not warmed up yet during spring training. Pitching arms are usually the slowest to warm up. In fact, I believe Soup mentions it in the game when playing games in April.
