Should I be able to re-kick in this situation?

3rd down, it hits my line mans *** behind LOS, I recover, call time out with 2 seconds left?

If the kicker put his foot on the ball (i.e. kicked it), then you have to make the kick. A missed kick is a loss of possession, whether on 4th down or 1st, 2nd, or 3rd.

Nope.. that's why teams kick it on 3rd down at the end of games -- in case of a bad snap the holder or kicker could just cover it up.. if it is "kicked", then posession ends

No the kick hit my line man, and it did let me re-kick

Then it was done correctly. A mishandled snap is like a fumble, so it just counts the same as a running play. Being allowed to re-kick was correct.

It wasn't a mishandled snap, my kicker put his foot to the ball and kicked it
