I'm surprised ANY game from the PS3 era is still supported by servers.

Does this mean that operating sports will no longer be able too make rosters for offline play for 2025?

I think it's best to chat with those guys and see their plans. There are means to do the rosters still if they want to but it would depend on the platform a bit for ease of use.
