Unable to change tactics on the fly

I have encountered an issue whereby by the D-pad doesn't seem to recall the tactics. Essentially I press on the d-pad and nothing happens. This seems to be sporadic. One game it works and the other it doesn't. When it doesn't work, I also notice that I do not get sub suggestions. Anyone know how to fix this?

I’ve found it doesn’t work in tournament mode if you play as every team but then choose the away team as user controlled.

i was trying it in tournament mode. it only works for the 1st match. 2nd match onwards, it doesnt work. i will probably try playing the away side and test if it works.

it works in manager mode though.
