It does this when you have Vertical Sync enabled in Video Settings. Turning it off will fix the issue, but that might be a problem if you get better performance with V-Sync on (which is the case for me and most gamers I imagine).
Imperfect solution: Turn off V-Sync within 2K itself, but turn it on in your GPU's control panel. This bypasses the bug, since the game thinks V-Sync is off, but your GPU is still giving you the V-Sync you need to prevent screen tearing.
I say 'imperfect solution' because, at least for me, I get better performance with my GPU V-Sync set to Auto and 2K's V-Sync set to ON. I had been happy with my performance when I had it like that and also with the game frame-locked to 60fps, as 2K recommends, but I had to go back to the drawing board when I noticed this bug. I use the solution above, but I had to unlock my framerate to avoid choppiness.
I'm satisfied with the performance I'm getting now but I do hope 2K fixes this issue. Sacrificing the use of a feature that you're supposed to be able to use (2K's in-game V-Sync) is not a true solution to a bug. I worry though because, on Discord, once someone pointed out this workaround, the complaint thread was closed by their mod there. Maybe submit a ticket? The more they get, the more likely they are to address it.
