Transfer Portal Player Ratings confusion

Why are 2 star transfers rated much higher nationally and at their position than high school recruits?

For example:
Which player is better? The 2 star Transfer (FR) Nat 448 Pos 15 or the 3 star High School Nat 1610 Pos 32?

This is similar to the way Juco recruits were in earlier versions. A 2-star Juco Junior would have better ratings than a 3-star High School at the same position. The reason the stars are lower is because you have less time with them. In your example, (assuming he redshirted last year and will be a Freshman this coming season) you have 4 years max with the transfer and 5 years max with the high school recruit.

The transfer is more likely to contribute immediately, but you have him for less time.

I’m assuming you’re talking about they’re rankings.

They’re different because it’s 2 completely different lists. The HS recruits are ranked amongst each other and in a separate ranking, the transfers are as well. I.e. the #1 HS guy, will be #1 nationally, #1 in his state, and #1 at his position. Likewise, the #1 transfer is #1 nationally, in his state, and at his position as well.

The reason a 2 ⭐️ transfer has a higher national rank compared to a 3 ⭐️ HS kid is because his list is much smaller. The HS kid is ranked with 3300+ players while the transfer is ranked among roughly 400+ depending on the year.

That explanation makes sense. But, it gets confusing when they are all thrown together on the same "Prospect List" after the portal opens in the off season. It makes it more difficult to discern which of the players will wind up being better.

Generally, what I've noticed in the game is transfer players are going to be 10-20 overall better than a FR with the same or higher star rating and probably 5-10 overall better than someone of a star rating higher than them. I brought in an 89 overall corner transfer that was 4*, and my 4* and 5* FR were around 75-80 overall. Basically, if you need immediate impact, go after the transfer. If you can handle a guy taking 2 years to develop, go after the FR. I also signed a 4* QB in the portal who was an 81 overall, my 5* FR I brought in was a 77. So generally they are going to be better overall than even a star higher than them.

Are we even sure it is apples to apples?

I had assumed that the Nat/Pos rating for transfers was an entirely different rating than the one for high school recruits.

So the 2-star transfer is rated 15th at his position among tranfers, not among transfers AND high school recruits added together.

Which would make since because there are a lot more high school recruits.
