Dev Traits of Real Players - Hard Coded or Not?

In the first couple of years of a dynasty, there will be many real-life players that populate the transfer portal (i.e. Caleb Downs, Arch Manning, etc.)

I have been scouting the NIL players interested in my school via the transfer portal by backing out to the main menu and looking up their stats on the game's base roster file outside of dynasty mode. However, players do not have a player card outside of dynasty.

So I was wondering if anyone had already run a couple of dummy dynasties to test and see whether the real players' skills caps and dev traits are hard-coded, or are they random in each dynasty save file?

(I.e.: Does Arch Manning have an "Elite" dev trait in every single dynasty? Or can he have "Elite" in one and "Normal" in another?)
