In the retail of Madden 24: no, Franchise cross-play is not currently available.

There was a Madden 24 beta test this past weekend specifically for Franchise cross-play. EA Sports is demonstrably working on Franchise cross-play. Assuming that went well, I anticipate it will show up into Madden 24 by the time of the Super Bowl.
