You will need to ask the commish and/or look at the league settings to determine what type of passing is used in a league

well I'd say it definitely does matter, i'm much better with free form passing, which I don't use all the time but sometimes I make throws I wouldn't without it..so yeah in my view it matters, but opinions may vary
